Internal emails reveal Colorado school official predicted trans volleyball fallout before public letter

"I heard that meetings were held weeks ago to discuss a plan for this scenario, which is unfolding exactly the way it was predicted."

Dakota Ridge High School Athletic Director Jeff Legault sent that warning in an urgent Oct. 6 email to district leadership, contradicting the official account from Jefferson County Public Schools, Colorado's second-largest school district.

In internal emails provided to OutKick, Legault was addressing the fallout after a transgender athlete secured a spot on the girls' junior varsity volleyball team while dozens of female students were cut.

Behind closed doors, district officials sought to keep the controversy quiet, advising staff to give brief replies, point uncomfortable female athletes to separate changing spaces and cite student privacy laws to avoid addressing the dispute publicly.

In an official letter to parents, the district later described the situation as an "unfamiliar circumstance." Yet internal records show administrators had met weeks earlier to plan for the controversy, predicting both the locker room privacy concerns and the parent outrage over cut players.

When those issues surfaced, central district leadership delayed. Dakota Ridge coaches and building staff were left fielding angry calls with no approved script, caught between two separate battles over lost spots on the court and privacy in the locker room.

During fall tryouts at Dakota Ridge, coaches had cut upwards of 35 girls from the program, including juniors who had earned spots during their freshman and sophomore seasons. Concerned parents pushed back, arguing the school had compromised legal protections designed to preserve athletic opportunities for girls.

Once the season started, concerns quickly shifted to privacy inside the girls' locker room.

The first documented warning arrived on Friday, October 2, when a parent emailed Legault and head coach Matthew Zeman to report that players were discussing the situation among themselves.

In the message, the parent wrote that several families felt their daughters' privacy rights were being pushed aside to protect the confidentiality of the transgender player.

Legault forwarded the complaint up the chain of command, warning district officials that this email was just the beginning. District leadership initially tried to keep responses brief. District Compliance Officer Emily Sloan advised Legault to offer a short, polite reply thanking the parent for their perspective.

If the parent had a child on the team, she suggested adding a single sentence stating that all students can request accommodations in the locker room. The district's communications director agreed with this approach, opting to handle broader concerns about fairness by treating them as individual requests for private changing spaces.

That approach fell apart within days. By the morning of Tuesday, Oct. 6, Legault sent an urgent email to the district's executive team pointing out the gap between the district's internal planning and its execution. Legault reminded them that leadership had met weeks prior to prepare for this outcome, yet the coaching staff had never received the promised talking points.

Inside the building, Legault described a chaotic environment. Office assistants and teachers were dealing with angry parents, while the volleyball coaching staff tried to prepare for league playoffs while fielding complex questions about federal equality laws from teenagers.

Furthermore, the district's chosen talking point, offering separate locker room accommodations to uncomfortable girls was failing.

When staff offered these alternative spaces, players and parents responded by questioning the overall equity of the situation. The fallout soon reached beyond volleyball. Legault reported that some student-athletes were questioning whether to continue playing sports at all, with several already deciding against trying out for the upcoming women's basketball season.

Frustrated by the delays, Legault asked for a written response for the volleyball community that same day. He warned that waiting for an afternoon meeting was inadequate because players would be using the locker rooms for a game that very night. He pointed out that the school administration and coaching staff were "taking the blame" while the district remained silent.

This internal pressure prompted Jeffco leadership to act. The communications department circulated a draft statement for legal and administrative review, and on Oct. 7, the district sent an official letter to Dakota Ridge volleyball families.

The finalized statement built directly on the emails from earlier that week. The district made no mention of roster cuts or missed athletic opportunities for female players. Instead, officials pointed to state anti-discrimination policies intended to ensure all students have "equal access to educational programs, facilities, and district-sanctioned activities" regardless of gender identity or expression.

They formalized the plan discussed on Oct. 2, asking female athletes to request alternative changing spaces if they wanted more privacy, and cited federal privacy rules to avoid discussing the specific student involved. Finally, the letter asked families to avoid public speculation and social media discussions.

National attention followed after parents took their concerns to the media. A formal complaint alleged that high school players faced benching threats from their coach if they discussed the transgender athlete among themselves.

An email screenshot obtained by OutKick showed Zeman informing a parent that a player would miss an upcoming match over reported bullying. In the email, Zeman wrote that the program emphasizes "character, respect and how players treat one another," describing the student's reported remarks as "falling short of its standards."

Parents alleged that the players were only permitted back on the court on the condition that they agree not to discuss the issue again. "We have seen emails showing that girls were threatened to be benched because they were expressing their frustration in a very adolescent manner," Lindsay Datko, founder of the advocacy group Jeffco Kids First, previously told OutKick's Jackson Thompson.

Neither Jeffco Public Schools nor Dakota Ridge High School responded to OutKick's requests for comment.

That local controversy is now intertwined with a broader legal battle. Federal civil rights regulators previously found that Jeffco Public Schools violated federal equality laws through its athletic policies. The district is currently suing the federal government, arguing that federal demands conflict with Colorado state law.

The dispute at Dakota Ridge precedes a statewide vote on Proposition 134. The ballot initiative would require all public school athletic programs to designate rosters and facilities based on biological sex, establishing a uniform state law to replace district-by-district policies.
