Muslim Brotherhood-linked networks embedded across Canadian institutions, new report alleges

A new report is warning that networks aligned with the Muslim Brotherhood have become deeply embedded in Canada, raising concerns that Islamist influence taking root north of the border could pose a broader threat to the U.S. and Western democracies.

A report from the Institute for the Study of Global Antisemitism and Policy (ISGAP) revealed ties between Muslim Brotherhood-aligned groups and Canadian democratic institutions, civil society, electoral politics and higher education, demonstrating similarities with other activist movements in the West, a phenomenon some analysts have described as the "red-green alliance."

"Canada's challenge is not simply the presence of individual extremist voices or isolated institutional weakness. The report maps how interconnected ideological networks acquire legitimacy, institutional access, public funding, political influence and protection from scrutiny," Charles Asher Small, the research institute's executive director, told Fox News Digital.

Small warned that Canadian democracy traditionally has been rooted in openness, notions of citizenship, civil liberties and public trust but has since faced a dynamic of malign foreign influence that could promote ideological entryism, antisemitism and efforts to weaken democratic accountability.

The roughly 200-page report, titled, "Assault on Democratic Values and Principles: How Islamist Entryism Weakens Civil Society and Higher Education in Canada," claimed "numerous apparent links" between the Muslim Association of Canada, a nonprofit based in Mississauga, Canada, and the Muslim Brotherhood, an organization established in Egypt in 1928 by ideologue Hasan al-Banna as part of a wider vision to create a global Islamic caliphate governing nations with rigid interpretations of Islamic law, rules and regulations from the majority Sunni sect.

The report alleged that leaders of the Muslim Association of Canada, one of the largest Muslim charitable organizations in Canada, operating mosques, community centers, schools and educational programs, were "directly or indirectly" associated with the Muslim Brotherhood and that those relationships could influence the charitable organization’s activities.

"The ISGAP report is nothing more than recycled Islamophobic tropes dressed up as research. It is a biased, unsubstantiated hit piece that relies on discredited allegations that were themselves challenged by the Ontario Superior Court for their apparent bias," the Muslim Association of Canada told Fox News Digital in a statement.

"The CRA audit has been completed. Preliminary questions raised around any links to the Muslim Brotherhood were dismissed from the CRA’s final conclusion," the statement added. "MAC is a solely independent Canadian organization. The ISGAP report amplifies narratives designed to fuel Islamophobia and sow division within Canadian society."

Canadian tax authorities clashed with the Muslim Association of Canada in a 2023 audit, saying that there were indications of ties to the Muslim Brotherhood. The association denied these claims, citing systemic bias and "Islamophobia."

The Canada Revenue Agency ultimately did not revoke the Muslim Association of Canada’s tax-exempt charitable status.

The report alleged that Canadian groups affiliated with the Muslim Brotherhood assisted in influencing Canada’s election system, noting how a coordinated "Vote Palestine" campaign secured endorsements from 344 candidates across four political parties in Canada in the 2025 cycle.

Fox News Digital sat down with Small, who said the report’s findings served as a warning sign for potential influence in the U.S.

"The radical left wants to weaken Western or American hegemony, as does radical political Islam," Small explained. "Radical political Islam wants to rid the Islamic world of any influence of the United States, of Europe, of Christianity, of Judaism in its region to ethnically cleanse it."

"I think we look back to the Iranian Revolution where the radical left and the Islamists joined together to replace the Shah, and "replace the influence of the United States," he said, referencing the 1979 Iranian Revolution. "It's the same playbook. They're using the same strategy in Europe and now into Canada."

Fox News Digital spoke this past May with Dalia Ziada, a Muslim scholar who was forced to flee Egypt after criticizing Hamas’ Oct. 7, 2023, attacks on Israel. She said that the nexus of radical Islamism with the radical left in the red-green alliance threatened the U.S., American politics and Western society.

"For five or seven years now, we have been seeing some kind of a ‘sinful marriage’ between the radical left and radical Islamism, the groups that hate Western liberal democracies and desire to destroy them," she told Fox News Digital.

A Fox News Digital investigation found roughly 425 organizations spanning communist groups, Muslim advocacy organizations and anti-Israel activist coalitions are part of a coordinated transnational protest network that collectively brings in about $1 billion in annual revenue.

U.S. government officials in the Trump administration repeatedly have been critical of the Muslim Brotherhood.

Back in January, the Treasury Department designated Egyptian and Jordanian branches of the Muslim Brotherhood as Specially Designated Global Terrorists. In July, the Trump administration sanctioned a senior Egyptian Muslim Brotherhood official who the Treasury Department alleged helped finance Hamas’s military wing.

"The Trump administration will relentlessly pursue terrorists and those who finance them," Treasury Secretary Scott Bessent said in a statement in July. "Whether operating under the guise of charities, businesses or underground financial networks, those who enable Hamas will be exposed, sanctioned and held accountable."

The ISGAP report called on the Canadian government to make policy changes to reduce the influence that groups aligned with the Muslim Brotherhood have had in the election system and traditional institutions.

The Embassy of Canada to the United States in Washington did not respond to Fox News Digital's requests for comment.
