New York State Senate advances animal welfare package
New York's Democratic State Senate majority has advanced legislation to protect pets and increase penalties for animal abusers, including measures to check vacated buildings for animals, set minimum fines for abandonment, increase prison time for aggravated animal cruelty, ban surgical devocalization, and reclassify animal fighting as organized crime.
