CEPA Expands Tech and Security Expert Group

Washington, DC, May 1, 2026 – Today the Center for European Policy Analysis (CEPA) is pleased to announce that James Lewis, Laura Galante, and David Cattler have joined CEPA’s Tech Policy and Transatlantic Defense and Security programs.

They will bolster CEPA’s bench of experts at the intersection of technology and national security, contributing extensive experience to CEPA’s work on defense technology, a positive vision for transatlantic cooperation on tech policy, and how the US and Europe can better work together to meet the China challenge.

Together they bring decades of experience bridging the public and private sectors and driving policy impact at the highest levels. Dr. James Lewis, a Distinguished Fellow with the Tech Policy Program, brings decades of experience in foreign policy, cybersecurity, and technology policy as a diplomat and member of the US Senior Executive Service. His extensive accomplishments include drafting the first comprehensive national strategy for cybersecurity, co-drafting the Wassenaar Arrangement, and developing groundbreaking policies for satellites, semiconductors, telecommunications, and internet governance.

“Rethinking our relationship with Europe and stopping China’s aggressive restructuring of global affairs are two of the greatest strategic challenges the US faces. CEPA brings a fresh energy to the problem that I look forward to working on with the CEPA team,” said Lewis.

Laura Galante, a Senior Fellow with the Tech Policy Program, is a recognized leader in intelligence, cyber, and national security affecting digital and critical infrastructure. From 2022 to 2025, Galante served as the US Intelligence Community’s Cyber Executive, reporting to the Director of National Intelligence.

“Geopolitical competition is actively playing out on private sector networks through scaled digital disruptions and global espionage campaigns. Organizations in the US and Europe are urgently looking for better ways to manage this reality, especially through more effective integration of intelligence into their operations. CEPA is uniquely positioned to shape how governments, investors, and companies across the Atlantic develop a new form of resilience to complex digital challenges,” said Galante.

David Cattler, a Senior Fellow with the Transatlantic Defense and Security Program, was most recently the Director of the Defense Counterintelligence and Security Agency and previously served as NATO’s Assistant Secretary General for Intelligence and Security.

“I’m looking forward to working with Laura and Jim to connect technology, policy, and operational reality – particularly how allied capabilities are generated, sustained, and delivered under pressure.” said Cattler.
