Keve highlights EU push to reform e-invoicing framework
The Cyprus Chamber of Commerce and Industry (Keve) this week announced a supplementary survey launched by the European Commission regarding the revision of European Union rules on electronic invoicing in public procurement.
The chamber, acting as coordinator of Enterprise Europe Network Cyprus, said the initiative follows a public consultation communicated at the end of 2025 and forms part of efforts to reassess Directive 2014/55/EU.
The European Commission questionnaire for companies aims to gather input on the revision of European rules on electronic invoicing in public procurement across the EU.
The objective of the initiative is to assess policy options to improve interoperability, reduce administrative burden, and support the broader digitalisation of invoicing across the European Union.
Electronic invoicing (e-Invoicing) refers to invoices issued in a structured, machine-readable format that can be automatically processed by accounting and IT systems.
Invoices sent in PDF format via email are not considered e-invoicing under the current definition.
The initiative forms part of the EU’s VAT in the Digital Age (ViDA) framework, under which e-invoicing is expected to become the default method of invoicing across the EU by 2030.
This transition is intended to simplify digital VAT reporting through the extraction of relevant data from eInvoices and improve overall efficiency.
The survey invites stakeholders including companies, SMEs, public authorities, and solution providers to submit their views by April 30, 2026.
Some of the questions included in the questionnaire may be complex and are primarily aimed at experienced companies.
Participants are nevertheless encouraged to respond to as many questions as possible based on their available knowledge and experience.
The chamber stressed that feedback from businesses is essential to ensure that future rules function effectively in practice.
It added that practical input will help shape solutions and improve understanding of the potential impact of policy measures on organisations.
Alongside the survey, an online reality check event on e-invoicing implementation will be held to gather additional input from stakeholders.
The event is scheduled to take place on April 27, 2026, from 10:00 to 12:00 CET.
The session will focus on how e-invoicing is implemented across the EU and will provide a platform for participants to discuss emerging needs and challenges.
The dialogue will also examine obstacles related to the use of e-invoicing tools, compliance requirements, and associated cost implications.
Participants will be invited to share good practices and potential solutions to address identified challenges.
The overall aim is to ensure that proposed measures in the upcoming revision of the directive, planned for the fourth quarter of 2026, reflect stakeholder needs.
The revision seeks to promote harmonisation, simplification, and reduced administrative burden across member states.
