Iowa House Panel Passes Bill to Ban Mail-Order Abortions
The Iowa House advanced legislation Tuesday that would require abortion drugs to be prescribed and dispensed only in person, effectively banning mail-order and out-of-state telehealth prescriptions for the drugs.

House File 2563 would mandate that mifepristone and misoprostol be provided in a health care setting after an in-person examination. The measure aims to protect women by restoring medical safeguards and preventing access through unregulated sources that bypass Iowa’s protections for unborn children.

The bill moved forward on a 2-1 vote in a House Appropriations subcommittee, with Republican Reps. Ann Meyer of Fort Dodge and Devon Wood of New Market voting in favor and Democratic Rep. Heather Matson of Ankeny opposing.
It now heads to the full Appropriations Committee.
Supporters described the legislation as a common-sense step to ensure safety for women who might otherwise obtain the drugs from unlicensed providers.
“When this was first introduced in 2000, it required three in-person visits, it could only be dispensed by a physician, and required follow-up reporting of adverse events,” said Maggie DeWitte, executive director of Pulse Life Advocates. “This bill would restore some of those initial safeguards, such as an in-person physical examination.”
Wood defended the need for oversight, saying, “I think we really do need to take a serious look at making sure that access to medication like this is not from an unlicensed, unregulated source from who knows where.”
The legislation comes as Iowa has seen a significant decline in abortions following the state’s heartbeat law. Total abortions dropped 35% from 2023 to 2024, while drug-induced abortions, which still accounted for 81% of the total in 2024, decreased by 25%.
Pro-life advocates argue that mail-order chemical abortions expose women to risks without proper medical supervision and undermine protections for the unborn.
