Raymond Howard, a 34-year-old fugitive wanted in St. Landry Parish, has been captured in Houston, Texas, and is now awaiting extradition back to Louisiana to face multiple charges after escaping custody three separate times since 2023, all while being transported to or from court appearances in Opelousas.
