According to a report in iNews, Nottingham Forest would have to offload several players in June to avoid breaching the PSR for a second year in a row.

Tottenham secured Brennan Johnson from Forest last summer and reports indicated that the North London side are now plotting a move for another one of the Midlands club’s starlets – Morgan Gibbs-White.
Last week, Football Insider claimed that Spurs had already opened talks with Forest over a deal for the midfielder.
However, the outlet made it clear that Nuno Espirito Santo’s men have no intention of letting the Englishman leave on the cheap and have put a £60m price tag on his head.

Forest in a tricky spot with financial regulations
However, if iNews’ latest update is to be believed, Spurs do have one potential advantage as Forest are said to be in a ‘race against time’ to raise funds before the end of June.
They were hit with a four points deduction last season for breaching spending limits and it is explained that unless they are able to quickly raise money through player sales, they could suffer a similar fate next season.
With clubs are due to submit their 2023/24 accounts by 30 June, Forest would thus have to push through some major sales over the coming weeks.
Spurs Web Opinion
There is no doubt that Levy will try to take advantage of Forest’s financial situation and look to push through a discount deal for Gibbs-White. The Spurs chairman will probably try the same trick with Gallagher, with Chelsea also needing to raise funds before the June 30 deadline.
