Millbrae: Doctors to assess suspect’s competency to stand trial in attempted murder case
REDWOOD CITY – The criminal case against a man accused of running over an unhoused woman Monday morning in Millbrae is on hold until doctors determine whether he is mentally competent to stand trial, San Mateo County prosecutors said.
Attorneys for Garrett Young, 23, of Millbrae, filed a competency motion Thursday afternoon, said District Attorney Steve Wagstaffe. On Sept. 27, a judge will appoint two doctors to assess Young’s competency to stand trial on an attempted murder charge. Wagstaffe said such assessments typically take six to eight weeks to complete.
The 53-year-old woman Young is accused of running over remains on life support.
A San Mateo County sheriff’s deputy found the woman lying in the parking lot of a Starbucks at 513 Broadway at about 12:20 a.m. Monday. She had major injuries and showed signs of being hit by a car.
Investigators found surveillance camera footage of a gray BMW SUV hitting the woman at a “high rate of speed and then running her over several more times,” the sheriff’s office said.
Young was arrested at a residence on Henry Place after a deputy found an SUV parked outside that matched the vehicle in the video. The sheriff’s office said it had damage consistent with a recent crash.
Young, who worked at a Safeway close to where the woman was found, was angry with the woman because she had been “mean” to him in recent months, according to prosecutors. Wagstaffe said the woman reportedly yelled at Young about the supermarket’s restrooms not being clean and told him he wasn’t doing his job.
The case will resume if Young is found competent to stand trial. Otherwise, he will be sent to a state psychiatric hospital.
“That would stop the case until he is, if ever, restored to competency,” Wagstaffe said.
Young, in the meantime, is being held without bail at the Maguire Correctional Facility in Redwood City.
