Given the messing about to prevent a quick PTB why should all the onus be on the attacking player to have complete balance when often there are still players in direct contact with them, at best the ref allows defenders to hang on for far too long, they are always shouting moooove when it should be if you don't get off quick enough you get pinged.
That way onus goes onto players to extricate themselves from the tackle sooner with them having to do so through the jeopardy of being penalised, not some hypothetical countdown and then a few seconds more after the call to move, this winds me up no end and I'm sure it does others too. it stymies flowing and attacking rugby by denying the legitimate fast play the ball with the foot and I feel players are simply rolling it through their legs to gain back what was illegally taken away from them.
We also have the fact that virtually every PTB players are well offside, and as mentioned when inside the 10m this is even worse and goes ignored by both referee and touch judges.
If anything should be done, as others have said, it's about enforcing the existing laws of the game and if that means penalising teams out of games and sending multiple players off for deliberate fouls that are non tackle contact related then that should happen, coaches and players would soon have to conform or simply have next to no chance of winning games if the other team does conform. Adherence to the rules should not be punished through being taken advantage of because the officiating is lacking in terms of doing precisely that.
