Ella Pamfilova told the participants of the International conference about the new electoral standards
On 6 September 2019, the Chairperson of the CEC of Russia addressed the participants of the International scientific and practical conference "Digitalization of electoral processes. Humanitarian dimension" with information on new electoral standards successfully implemented by the CEC of Russia in the electoral process.
Ella Pamfilova said that on 8 September elections will be held in all regions of the Russian Federation. That is about 6 thousand election campaigns. More than 47.5 thousand mandates will be replaced. More than 56 million voters will vote.
"In order for the entire electoral process to function like clockwork, it is necessary to introduce unified electoral standards based on modern information technologies," said the Chairperson of the Central Election Commission of the Russian Federation. "Under the new electoral standards we mean video surveillance at polling stations and territorial commissions, the mechanism of "Mobile voter", the technical equipment of election commissions, the work of the Information and reference center of the CEC of Russia, the Information center of the CEC of Russia, public observation of elections."
Ella Pamfilova spoke in detail about each of them.
Speaking about video surveillance, she noted that its implementation in the electoral process has become one of the most important mechanisms to ensure openness and transparency in the work of the election commissions of Russia. On 8 September 2019 it is planned to carry out video surveillance at 13 thousand sites throughout the country.
Ella Pamfilova spoke about the mechanism of "Mobile voter", which allowed voters to vote at the location within their constituency.
The Chairperson of the CEC of Russia noted that in 2019 the level of technical equipment of election commissions amounted to 98.8 %. The total number of complexes for processing of ballots which will be used on elections on 8 September exceeds 14,5 thousand that is 2,5 times more than was used in 2016. Modernization of Ballot processing complex-2010 was also carried out, which allowed to provide them with the technological means to form a Protocol on the results of voting, protected by a QR code.
"In addition, mobile voting terminals will be used for the first time in digital polling stations on 8 September," said Ella Pamfilova.
QR-coding of protocols on the results of voting has also become one of the standards of election campaigns in Russia. The Chairperson of the CEC of Russia told the participants of the conference about QR-coding. In 2019 about 95% of precinct election commissions will use QR-coding system.
"We have created a unique information and reference center of the CEC of Russia, working on the basis of modern information technologies," Ella Pamfilova continued her speech. "Only in 2018, during the preparation and conduct of the presidential elections of the Russian Federation, more than 1.3 million citizens ' appeals were processed. In addition, the CEC of Russia has an Information center – a permanent information and technical complex that provides multimedia support for official events of the CEC of Russia. The information center provides communication sessions with any point of the globe."
Ella Pamfilova elaborated on the procedure of public observation at the elections, noting that in the presidential elections of the Russian Federation on 18 March 2018, the CEC of Russia accredited a record-breaking number of observers in the history of international election monitoring in Russia – 1513 from 115 States.
"And, of course, we can not ignore the automated system, without which the electoral process in Russia is difficult to imagine. The state automated system "Vybory" is a unique system of accounting and data processing, designed for the implementation of information processes in the preparation and conduct of elections and referendums, ensuring the activities of election commissions at all levels," explained the Chairperson of the CEC of Russia.
"We are looking forward as the digitalization of the electoral process is included in 2018 in the national program "Digital economy of the Russian Federation", said Ella Pamfilova. "The main activities of the CEC of Russia within the framework of the program are the further development of the mechanism "Mobile voter", the development and implementation of digital services for participants of the electoral process on the portal "Public Services", the creation of a new digital platform for organizing the activities of election commissions on the basis of digital data."
Ella Pamfilova also told the participants of the International conference about conducting two experiments in Moscow on a single voting day on 8 September 2019. The first experiment is voting at digital polling stations, where voters in a number of regions will be able to vote in the by-elections of deputies of the state Duma of the seventh convocation, as well as in the elections of senior officials of the subjects of the Russian Federation. The second experiment is the organization of remote electronic voting in the elections of deputies of the Moscow city Duma of the seventh convocation.
Ella Pamfilova concluded her speech with information about digital services for participants of the electoral process on the portal "Public Services".
"This innovation is aimed at creating a new level of openness and accessibility of electoral procedures for citizens. "Digital services" is a large-scale project, it will bring the electoral process to a new level, and, of course, will expand the opportunities of citizens in terms of the implementation of their active and passive suffrage", said the Chairperson of the CEC of Russia.
