Alexander Klyukin: "Digital services are designed to bring the electoral process in Russia to a qualitatively new level"
On 6 September 2019, member of the CEC of Russia Alexander Klyukin made a speech on "Digital services for participants of the electoral process" in the framework of the International scientific and practical conference "Digitalization of electoral processes. Humanitarian dimention" held in Moscow.
"The introduction of innovative digital technologies and platform solutions in the electoral process opens up new unique opportunities for Russian voters, creating an effective and comfortable system of interaction between the citizen and the state," Alexander Klyukin said in his speech.
Alexander Klyukin said that, first of all, citizens will have access to information services. 50 million people, registered on the portal "Public Services", can use the section "My elections", which contains detailed information about the elections in which the voter has an active suffrage. Here you can learn about the polling stations and election commissions, candidates and political parties participating in the elections, the election campaign. Here, citizens will be able to find themselves in the lists of voters at their place of residence, and later, in 2020, to check and update their data in the register of voters.
In addition, the portal already has services for submitting applications for voting at the location, including voting at a digital polling station, voting outside the voting premises – the service was used by 2.5 thousand voters during a week of its work.
Alexander Klyukin drew the attention of the participants of the conference participants to the fact that in 2020-2021 it is planned to provide special digital services for candidates, electoral associations and election commissions.
According to the member of the CEC of Russia, an important category of recipients of digital services will be the media, which, along with the prompt receipt of relevant information will be able to apply for accreditation to be present in the voting premises when determining the results of elections at the events of election commissions. In the future, we consider the possibility of forming and obtaining digital accreditation certificates for journalists. This technology will simplify the procedure of registration and identification of the media during the elections.
"Most digital services, in addition to the portal "Public Services", will be available to citizens on the pages of the official website of the CEC of Russia. The accuracy of the data contained in the SAS "Vybory", combined with a new convenient search system will allow voters to get the information they are interested in much easier and faster," said Alexander Klyukin. "Digital services is a large-scale project designed to bring the electoral process in Russia to a qualitatively new level, increase confidence in the electoral system and, of course, expand the opportunities for citizens to exercise their active and passive electoral rights."
