Anton Lopatin told the participants of the international conference about video surveillance during elections
On 6 September 2019, addressing the participants of the International scientific and practical conference "Digitalization of electoral processes. Humanitarian dimension", member of the CEC of Russia Anton Lopatin called video surveillance technology and broadcasting on the Internet "an important tool for openness and transparency of observation".
"This technology allows any Internet user to become an observer of the entire electoral process on the day of voting," said Anton Lopatin.
A member of the CEC of Russia told the conference that video surveillance during the election campaign was first used during the election of the President of the Russian Federation in 2012. At that time almost 100% of polling stations were equipped with video cameras, which made it possible to monitor the voting process and the counting of votes in the premises of Precinct election commissions.
"Time passed, we analyzed this technology, the norms of video surveillance were included in the legislation, video surveillance was installed in the Territorial election commissions. And today, we consider this project very important, because online every citizen can become an observer in the elections," said Anton Lopatin.
A member of the CEC of Russia also spoke about the basic principles of video surveillance in the precinct and territorial commissions, the use of this technology in public headquarters, in the CEC of Russia during the rotational broadcast on the video wall from the premises of the election commissions of all regions of the country.
