Kansas Legislature Overrides Governor’s Veto of Two Pro-Life Bills
The Kansas Legislature on Thursday overrode Democratic Gov. Laura Kelly’s vetoes of two pro-life bills aimed at bolstering informed consent protections for pregnant women and providing them meaningful legal recourse when those rights are violated.
The bills will help pregnant women and help save babies from abortions.
Both the House and Senate easily surpassed the two-thirds majorities needed, voting 87-36 in the House and 31-8 in the Senate to enact House Bill 2729 and House Bill 2727.
The overrides came as lawmakers wrapped up the 2026 legislative session.

The bills, which had passed earlier with veto-proof support, now become law.
House Bill 2729 requires the Kansas Department of Health and Environment to produce standardized consent forms and notices for abortions. The forms include information on fetal development, risks of the procedure and alternatives available to women.
House Bill 2727 creates a streamlined process for women to enforce their informed consent rights under the Woman’s Right to Know Act. It allows them to bypass the medical malpractice screening panel and file statutory claims with damages capped at $5,000 plus attorney fees and medical costs.
Senate President Ty Masterson, R-Butler/Sedgwick County, celebrated the action.
“Today we brought state law into line with Kansas values and overrode Laura Kelly’s radical vetoes to guarantee pregnant women’s right to informed consent. These common-sense measures are a huge win for mothers and their children,” Masterson said.
Pro-life advocates hailed the bills as empowering women.
Brittany Jones, president of a pro-life group, had urged lawmakers to override the vetoes.
“Time and time again we are told by the abortion industry that informed consent is too burdensome and that the form itself is a harm. H.B. 2729 actually lessens this burden and ensures that everyone knows whose speech it is… Further, when a woman has not received informed consent as required by law, she deserves a meaningful way to enforce her statutory rights… H.B. 2727 ensures that a woman harmed in this way will have a fair opportunity to have her day in court without the delay created by the screening panel,” Jones said.
Kelly vetoed the bills on April 6.
The bills had passed the Legislature with veto-proof support earlier in the session.
Pro-life leaders say the new laws will ensure women receive clear, state-provided information before an abortion and have practical ways to hold providers accountable when informed consent laws are broken. The successful veto overrides represent a major victory for the pro-life movement in Kansas.
