Cyprus building permits reach 8,159 in milestone year for construction sector
The Cyprus Statistical Service (Cystat) on Tuesday reported a 19.5 per cent increase in building permits issued during the period January to December 2025.
For the month of December 2025 alone, the number of building permits authorised stood at 819, with the total value of these specific permits reaching €415.4 million.
The total area covered by the authorised permits amounted to 328,800 square metres, the statistical service reported.
These developments provide for the construction of 1,770 dwelling units across the island.
During the full year from January to December 2025, a total of 8,159 building permits were issued compared to 6,827 in the corresponding period of the previous year.
This represents a notable year-on-year increase of 19.5 per cent in the volume of permits.
The total value of these permits increased by 37.8 per cent over the same twelve-month period.
At the same time, the statistical service reported that the total area rose by 41 per cent compared to the previous year’s figures.
In addition, the number of dwelling units recorded a significant 42.7 per cent increase in 2025.
The statistical service also mentioned that from July 1, 2024, the authority for issuing building permits was transferred from municipalities and district administration offices to the newly established Local Government Organisations (EOAs).
The licensing process is now carried out through the ‘Ippodamos’ integrated information system.
The purpose of the data collection is to compile basic information concerning residential and non-residential buildings as well as other construction activities.
These include civil engineering projects, division of plots and road construction across both urban and rural districts.
For each type of project, information is gathered on the number of permits authorised, the area, the value of the project and the number of dwelling units expected to be built.
The data cover all building permits authorised, including those for demolitions and re-issued permits.
However, permit renewals and permits for the division of buildings are not included.
