Oregon House Passes Bill to Give $9 Million to Planned Parenthood Abortion Biz
Oregon Democrats in the state House have approved a bill providing nearly $9 million in taxpayer funds to Planned Parenthood, the nation’s largest abortion business.
As pro-life groups work to help pregnant women and their unborn babies, Oregon democrats want to see more babies killed in abortions.
The House passed House Bill 4127 on a 34-20 party-line vote Wednesday, sending it to the Senate for consideration. The measure aims to fill a funding gap created by a congressional ban on federal taxpayer funding to the huge abortion business nationwide, which began last July.
Planned Parenthood, kills about 10,000 babies in abortions annually in Oregon has two affiliates operating 11 centers across the state. The congressional cut stripped $16.4 million in federal funds from Planned Parenthood’s abortion operations in Oregon, according to legislative fiscal analysts.

If enacted, HB 4127 would provide the remaining $8.9 million: $8 million to the Oregon Health Plan and $890,000 to Oregon ContraceptiveCare.
House Minority Leader Lucetta Elmer, R-McMinnville, opposed the bill, arguing that the funds should support legitimate health care providers instead.
House Majority Leader Ben Bowman, D-Tigard, championed the legislation.
The funding comes as Oregon remains one of the most permissive states on abortion, allowing elective abortions up to the moment of birth for any reason, according to pro-life groups.
Just weeks earlier, on Feb. 18, Democrats defeated a motion to advance HB 4087, the Born Alive Infants Protection Act, which would have required medical professionals to provide the same standards of care to babies who survive abortions as to any other newborns. The motion failed 34-22, with Democrats voting against it.
“It is tragic that Oregon’s current Democratic lawmakers are so committed to their party’s radical abortion agenda that they will not, at the very minimum, take action to ensure that babies who survive abortion attempts are treated with the same standard of care as any other newborn,” said Lois Anderson, executive director of Oregon Right to Life.
“Defining required standards of care for abortion survivors should be a common ground position for all reasonable people, even if they do not identify themselves as pro-life,” Anderson added.
“Oregon remains one of the most radical states on the issue of abortion, allowing elective abortions up to the moment of birth for any reason,” Anderson continued. “It is well past time to enshrine basic protections for our most vulnerable, and it is a shame that the Democratic majority will not vote in favor of basic safeguards that are supported by 80% of Oregonians, no matter their stance on abortion.”
Two days prior, on Feb. 16, Planned Parenthood and its allies announced they were dropping Initiative Petition 33, a ballot measure to embed a right to abortion in the state constitution, after collecting only 12,194 signatures—far short of the 156,231 needed.
The loss of federal Medicaid funds has led Planned Parenthood to dip into reserves and temporarily close its Grants Pass clinic due to staffing issues.
Pro-life advocates argue that state funding for Planned Parenthood indirectly supports abortions, despite the Hyde Amendment prohibiting federal funds for most abortions since 1976. In Oregon, Republicans have long opposed such allocations in a state where abortions are not restricted by gestational limits.
