Congressional Bill Would Stop Trafficking Teens Out of State for Secret Abortions

Congressman Dave Taylor (OH-02) today applauded the introduction of a Senate companion bill to his Child Interstate Abortion Notification Act by Senator Ashley Moody (R-FL). This bill will protect children and uphold parental rights by prohibiting the transportation of minors across state lines for the purpose of receiving an abortion without following the parental notification laws in the minor’s resident state. Senators Bill Cassidy (R-LA), Kevin Cramer (R-ND), Jim Risch (R-ID), Steve Daines (R-MT), John Kennedy (R-LA), Deb Fischer (R-NE), James Lankford (R-OK), and Pete Ricketts (R-NE) joined Senator Moody as cosponsors of this legislation.

“No one should be sneaking children across state lines to receive secret abortions behind the backs of that child’s parents,” said Congressman Taylor. “This bill will hold all parties accountable and ensure children are not taken advantage of. As states like California and Illinois promote abortions for all and keep parents in the dark about their child’s health, the Child Interstate Abortion Notification Act will put parents back in the equation and protect the lives of both the child and the unborn.”

Senator Moody said, “As a mother, I cannot imagine my child being transported across state lines for a medical procedure without my knowledge. Parents should never be kept out of the loop when it comes to major, life-altering decisions affecting their children. I’m introducing the Child Interstate Abortion Notification Act to strengthen protections for parents and families by ensuring compliance with state parental notification and consent laws.”

“This legislation is critical to protecting parental rights when it comes to the most serious and irreversible decision a minor can make,” said Representative Onder. “No one should be able to secretly transport a child across state lines to bypass parental consent or notification laws. These safeguards exist to ensure that parents are involved in critical medical decisions affecting their children’s lives and well-being, and this bill makes clear that those rights cannot be ignored or undermined.”

We must not enable child predators to take advantage of lax state abortion laws to abuse and exploit minors by forcing them into an irreversible decision of taking the life of an unborn child,” said Representative Harris. “The Child Interstate Abortion Notification Act should be the first of many steps Congress takes to end the tragedy of abortion and preying on the vulnerable.”

Congressman Taylor, Representative Bob Onder (MO-03), and Representative Mark Harris (NC-08) introduced the Child Interstate Abortion Notification Act on August 18, 2025. Representatives Andrew Clyde (GA-09), Doug LaMalfa (CA-01), Jodey Arrington (TX-19), Robert Aderholt (AL-04), Mary Miller (IL-15), Ron Estes (KS-04), Russ Fulcher (ID-01), Jake Ellzey (TX-10), Christopher Smith (NJ-04), Sheri Biggs (SC-03), Michael Guest (MS-03), David Rouzer (NC-07), and Keith Self (TX-03) additionally joined Congressman Taylor in the introduction of this bill. The Child Interstate Abortion Notification Act was previously introduced in the 118th Congress by Speaker Mike Johnson (LA-04).

Many states, including California, New York, and Illinois, currently do not require parental notification or consent for a minor to obtain an abortion. This means that any adult is able to transport a minor to one of these states to receive an abortion without the knowledge of that child’s parents.

Since the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, the number of people traveling across state lines to receive an abortion has roughly doubled. In 2024, approximately 155,000 people crossed state lines to receive an abortion, constituting around 15% of all abortions that year.

It is well established that a minor should not be able to receive elective surgeries, admit themselves to a hospital, or be prescribed most medications without a parent’s consent, yet many states allow minors from out-of-state to receive abortions without parental notification or consent. This occurs despite polling showing that 70% of Americans support requiring parental notification for a minor undergoing an abortion.
