India Says Kabul-Appointed Diplomat Named Chargé d’Affaires in New Delhi
India’s foreign ministry said Kabul’s authorities have appointed Noor Ahmad Noor as chargé d’affaires in New Delhi to oversee embassy operations.
India said on Friday that Taliban’s authorities have appointed Noor Ahmad Noor as chargé d’affaires in New Delhi, where he has begun overseeing the Afghanistan embassy’s operations.
Foreign ministry spokesperson Randhir Jaiswal said the move followed India’s decision to upgrade its technical mission in Kabul to chargé d’affaires level after a visit by Taliban’s foreign minister earlier. Noor formally assumed his duties on Jan. 9, he added.
India does not formally recognise Afghanistan’s current rulers but has steadily expanded working-level engagement, including diplomatic contacts and humanitarian cooperation, since reopening its mission in Kabul in 2022.
The decision comes amid cautious efforts by New Delhi to protect regional interests, maintain access for humanitarian aid, and manage security and economic ties without extending formal diplomatic recognition.
Jaiswal also said discussions between India and Afghanistan were continuing on trade and logistics, noting recent visits to New Delhi by senior Afghan officials, including the commerce minister.
He said talks included proposals to establish a transport corridor to boost trade, particularly for pharmaceuticals, fruit and other essential goods, as both sides explore ways to expand commercial links.
Earlier, Indian media reported that Noor Ahmad Noor’s arrival marked the first time a diplomat appointed by Taliban’s authorities had taken charge of the embassy in New Delhi following consultations between officials from both sides.
