Rep. Dina Titus urges Congress to restore full gambling deductions to protect consumers
US Representative Dina Titus has urged Congress to amend existing tax policy to allow full federal gambling deductions to protect consumers.
Nevada’s ambassador to the United States Capitol has been engaged in a protracted battle over revisions to gambling tax laws since the 2025 Budget Bill, also known as the One Big Beautiful Bill Act (OBBBA) and the “Big Beautiful Bill,” was passed.
In a letter dated January 13, 2026, Titus has now called on the House Ways and Means Committee leadership to consider a “common-sense tax fix.”
Titus again urges Congress to make gambling deductions
“For decades, the tax code permitted taxpayers to deduct up to 100 percent of their gambling losses from their winnings…a clear and fair standard that accurately reflected net income,” penned Titus.
As we reported in depth, Titus has not moved an inch on her previously held views that the 2025 Budget Bill has had a negative impact on consumers.
Titus tabled the Fair Accounting for Income Realized from Betting Earnings Taxation (FAIR BET Act) in July 2025, as a response to the proposed changes, saying it would “permanently restore the 100% loss deduction from gambling winnings.”

Since then, the Nevada representative’s case has been repeatedly dismissed, despite the Congresswoman remaining stoic in the media spotlight and going up against the odds of prediction markets.
Now, Titus is aiming to appeal to Congress for another time, with the Sin City delegate posting on X, “I have been leading the bipartisan, bicameral effort to correct this unfair tax policy so that gamers do not have to pay taxes on phantom income.”

Titus is facing stern opposition and a list of defeats
Titus has suffered multiple defeats in her effort to overturn the gambling tax revision and has previously sought to incorporate her stance into other Congressional legislation, such as the National Defense Authorization Act (NDAA).
This fizzled out, but her resolve has remained constant despite multiple rejections by Congressional decision-makers.
Las Vegas is the heartland of North American gambling, and as a result, Titus has said the revisions on taxes for gamblers have had a harmful impact, especially in her state.
“The change may appear minor, but it will have significant and harmful consequences. It unfairly burdens professional gamblers and casual players alike.” In the letter, Titus also adds the heft of industry heavyweights who back the FAIR BET Act.
She said, the revision is “supported by a wide range of key stakeholders, including the American Gaming Association, MGM, DraftKings, FanDuel, Caesars, Wynn, the Nevada Resort Association, and the National Thoroughbred Racing Association.”
