Turning Out the Voters

Voter participation in the United States is unfortunately very poor and politicians are apt to blame the voters for this. But there are underlying reasons for voter apathy and this article examines some of those reasons and some possible cures. In doing this we look at several voting systems, at runoff voting and at proportional voting.
