Western Businesses Will Not Return to Russia

Russia’s much-touted “no-limits” partnership with China has proven an inadequate substitute for its largely severed ties to the West. But the Kremlin's recent efforts to entice Western investors to return are unlikely to succeed, as most firms have neither the appetite nor the need for another Russian adventure.
