Cops rushed to the tower block at around 9am this morning.
They tragically discovered a dead body in Plowman Tower on Westlands Drive in Headington, Oxford.
Concerns were raised by neighbours after complaints of a strong smell coming from a flat.
One local said: “The smell was horrific.” Cops said they found a deceased woman in her 80s inside.
Thames Valley Police have since arrested a 68-year-old woman from Oxford on suspicion of manslaughter and causing or allowing the death of a child/vulnerable adult.
She remains in custody, after also being arrested on suspicion of preventing a lawful and decent burial of a dead body.
Speaking to the Oxford Mail, Levi Smith – who was performing tree maintenance opposite the building – said there were three people wearing hazmat suits inside the block.
