A Napa resident is facing a felony charge of possession of materials with intent to make a destructive or explosive device, the office of Napa County District Attorney Allison Haley announced.
Justin Chapman Fisher, 31, is also facing special allegations related to prior convictions and a prior prison term, a news release Thursday noted.
If convicted, Fisher faces a maximum sentence of four years.
Fisher remains in custody on $1 million bail, prosecutors said.
In 2020, Fisher was found guilty of five felony counts related to possession of an explosive, possession of methamphetamine, heroin, and possession or transportation of a machine gun, according to the DA’s office.
