Here’s How Trump and DOGE Can Cut $20 Billion and Make America Greater for Animals
Taxpayer watchdog organization White Coat Waste (WCW) has unveiled a four-point plan for President Donald Trump’s Department of Government Efficiency (DOGE) that could save “billions in wasteful government spending and save millions of animals.”
During President Trump’s first term, he shut down many of the worst taxpayer-funded animal experiments from here at home to Wuhan, China, with his Environmental Protection Agency animal testing phaseout.
WCW’s plan involves defunding dog and cat experiments, cutting off Chinese animal labs, restoring Trump’s EPA animal testing phase-out, and abolishing the National Institute for Allergy and Infectious Diseases.

The organization estimates that the United States has spent $4 billion on cruel and wasteful tests on dogs and cats over the past decade. These tests include “NIH’s ongoing $5 million cocaine tests on beagles, its $770,000 treadmill experiments on zombified cats in a Russian lab (that we shut down!), and over $1.5 million it’s squandering to spin kittens around for motion sickness experiments.”
During his first administration, President Trump personally cut Dr. Anthony Fauci’s funding for the Wuhan animal lab after White Coat Waste exposed how much money was being sent there. Unfortunately, dozens of cruel labs are still operating in China on the U.S. taxpayer’s dime.
WCW recently exposed how a single lab in China has been given $2 million to test on puppies and kittens.
“Another WCW investigation unearthed how the USDA is currently collaborating with Wuhan lab experimenters on a dangerous and inhumane $1 million bird flu gain-of-function project,” WCW said in an explainer about the four-point plan. “The Department of Defense has been funding dangerous virus labs in China, too.”
Biden granted Fauci a preemptive pardon for any crimes he may have committed before leaving office on Monday.
Trump’s Environmental Protection Agency chief, Andrew Wheeler, worked with WCW in 2019 to phase out lab testing on mammals by 2035, but Joe Biden eliminated the plan.
“Unfortunately, within months of taking office, the Biden EPA eliminated the plan to end animal tests and retire rabbits,” WCW explained. “Now, the agency is wasting millions to make animals obese and force them to inhale truck exhaust, wildfire smoke, and firearm emissions, and making companies poison puppies with pesticides. The EPA’s main animal testing lab has an annual budget of over $100 million.”

The National Institute of Allergy and Infectious Diseases (NIAID) currently has a $6.5 billion annual taxpayer-funded budget. That money is being spent on “maximum pain tick bite experiments on puppies, creating transgender animals, building a dangerous new U.S. bat virus lab, implanting human fetal body parts into lab animals, COVID infection experiments on cats, and confining thousands of primates on Monkey Island for deadly virus experiments,” according to the WCW report.
The agency spent $500,000 to turn monkeys “transgender” to try and figure out why transgender “women,” biological males, experience higher rates of HIV.

Beyond these horrors, the agency funding gain of function research in Wuhan, which many believe may have been the cause of COVID, should be enough to shut it down entirely.
Wheeler said in a statement provided to Gateway Pundit, “As a lifelong animal lover and President Trump’s EPA Administrator, in 2019 I proudly worked with White Coat Waste to announce a first-of-its-kind plan to responsibly phase out cruel, costly, and ineffective animal testing conducted by and required by the EPA. I was shocked when, instead of attempting to meet my benchmarks for replacing animal testing with superior alternatives, the Biden-Harris Administration completely canceled the plan soon after President Trump and I left office. Reinstating my animal testing phaseout at the EPA is an easy way for the incoming Trump Administration to spare thousands of dogs and other animals from painful experiments, protect public health, save tens of millions of tax dollars.
