Yukon audit alleges pornography sent and sexual encounters on city property
YUKON, Okla. (KFOR) — A new scathing audit was released this week that alleges past staff misspending thousands of dollars, pornography through emails, and more.
"It's unbelievable," said Mayor Brian Pillmore.
The audit was conducted by Michael Breon and prepared by North American Forensic Accounting. He said that it looked back decades within city staff, including those who don't work at City Hall anymore.
"This is one of the worst examples I've seen in my thirty years," said Breon.
One of the things found and alleged was that possible sexual encounters on city property and during city time weren't reported by the then-Mayor Shelli Selby, who is now a councilwoman.
"There was a complaint against me that something had happened years past. They (then-Mayor Selby) looked at it, couldn't find any substance to it, and I think she mentioned that at the council meeting," said Jim Crosby, who is now the City Manager for Chickasha.
When the allegations were happening, he was said to have been the city manager for Yukon.
Crosby's statement to News 4 was not in line with the audit's report. Breon stated that "a lot of folks knew about this and about this taking place on city property and on city time."
"On city time, in city facilities, sexual activities were occurring between a supervisor and a subordinate. It's unacceptable; it's sexual harassment," said Mayor Pillmore.
Another red flag included with those allegations was a memo sent by then-Mayor Selby, who said she conducted a pre-investigation review and decided not to conduct a full investigation.
"For a mayor to decide or not decide on an investigation is unacceptable," said Mayor Pillmore.
Another issue within the audit reported examples of city staff members sending hardcore pornography to each other at one point. Another point was an overpayment of nearly $35,000 in vacation benefits to a former city manager at the heart of the examination.
"There was a complete lack of leadership and a breakdown of leadership that painted the city for quite some time," said Breon.
Another included around $185,000 of diverted funds from the city to a non-profit called the Yukon Community Support Foundation (YCSF).
Breon said that thousands of dollars that came from INTEGRIS being able to advertise on the water tower should've gone to city funds but instead went to YCSF.
"I was surprised by particular findings, but I wasn't surprised by what was found," said Pillmore. "That came between the 2018-2019 timeline. Unacceptable that the prior city manager would've authorized the transfer of funds that were rightfully the city of Yukon's. Those funds belong in the city of Yukon's pockets."
Crosby, who was the city manager at the time, denies any wrongdoing.
But he has the checks and deposits that it was diverted from the city to the non-profit, though.
"Everything we did, whatever our financial people did, everything went through the council. They approved everything. I can't think of anything we did that was illegal," said Crosby. "I don't know who transferred it without being approved. To my knowledge, everything we did goes through the council."
Crosby said that he anticipates speaking at the next city council meeting in Yukon on these matters.
"All I'm saying is, they need to look into what they're doing. This is a mudslinging campaign. You're saying an audit is done for a few months. They can't cover twenty-odd years in that time. They can make all the allegations they want to, but nothing happened," said Crosby.
Did you have sexual relations with a subordinate employee?
"Did you just hear what I said? Nothing happened," said Crosby.
Mayor Pillmore told News 4 that federal and state agencies are aware of the allegations within the report and that a criminal investigation could come, that his staff would be more than happy to help if needed.
As for the $185,000 in funds diverted, he said that they are working on actions to get that money back to the people.
