Plan approved for
vehicle storage lot
A city zoning administrator has conditionally approved a plan for Porsche of Marin to create a vehicle storage lot at 135 Windward Way.
The 70,183-square-foot lot would be in a commercial area near the end of the street, according to a staff report by Jose Herrera-Preza, a city planner. The dealership would place up to 303 vehicles there.
“There will not be any auto haulers on Windward Way,” Herrera-Preza wrote. “The applicant has indicated that new vehicle inventory will be dropped off at the main auto dealership on East Francisco Blvd., where the vehicles are serviced and detailed and then (if necessary), be driven to the proposed parking lot at 135 Windward Way.”
The zoning administrator held a hearing on the proposal on Dec. 18.

Appeal hearing set
on project penalties
The City Council is scheduled to hear an appeal against $187,200 in penalties for delays in a home construction project.
The property is at 30 Cliff Road, where the owners obtained permits to demolish the house and build another one, according to a staff report by Brian Van Son, the city building official. The initial permit was for 18 months, and the city granted a six-month extension.
The project was not completed by the deadline, and the city, after a 30-day grace period, began imposing “construction time limit” penalties. The penalties accrued for 201 days.
The property owners filed an appeal requesting a penalty waiver, citing pandemic-related labor stoppages, unforeseen soil and logistical problems, weather delays and other factors, Van Son wrote.
The council will review the appeal during its meeting at 6:30 p.m. Monday.

Board to consider
plan to build house
The Planning Commission will review a proposal next week to construct a new home in the Heather Gardens neighborhood.
The application calls for demolishing the one-story, 1,454-square-foot house at 56 Diane Lane and building a two-story, 4,397-square-foot house with an attached two-car garage.
The project would require a fence-height variance for an 8-foot fence along two property lines, and a heritage tree removal permit for two firs, according to the city planning office.
The commission is scheduled to hold a hearing on the project at its meeting at 7 p.m. Tuesday at City Hall.
NOVATO
Police book suspect
in molestation case
Novato police arrested a 38-year-old man Thursday on allegations he sexually assaulted a child.
Investigators identified the suspect after interviewing the child and other sources, the police department said. Police allege the crime happened several years ago.
Oseas Isaac Hernandez Cotuc of Novato was booked into the Marin County Jail on suspicion of continuous sexual abuse of a child, raping a child, sex crimes against a child and lewd acts with a child younger than 14. His bail amount was set at $1 million.
