Manny Pangilinan group lays out plans for The Manor, The Forest Lodge in Camp John Hay
BAGUIO CITY, Philippines – The Manor and The Forest Lodge at Camp John Hay are under new interim management, led by the Manuel V. Pangilinan (MVP) Group, following a transition from the previous administration that was in charge of the tourist destination in the Philippines’ summer capital.
In an interview with Rappler on January 8, 2025, Victorico “Ricky” Vargas and Patrick “Pató” Gregorio discussed their plans to ensure operational continuity, employee welfare, and the preservation of the former US military rest-and-recreation facility Camp John Hay’s cultural and environmental heritage.
The MVP Group emphasized their commitment to protecting employees’ livelihoods and maintaining high standards of service.
“We are here to empower the employees and assure continued employment for them. Technically, we are here to operate the hotels, but employment contracts are with BCDA [Bases Conversion and Development Authority],” said Vargas, head of the Philippine Long Distance Telephone Company (PLDT) Business Transformation Office.
Gregorio, who leads the transition task force, assured staff that their jobs are secure. “We told the employees to please continue serving the guests. It’s fully booked here in Baguio, especially with the Baguio Flower Festival coming up. They have nothing to worry about — we’re behind them in this interim phase,” he said.
The task force includes experts from Landco Pacific Corporation, PLDT, and other MVP Group companies. “We’re analyzing the systems, plugging revenue leaks, and ensuring uninterrupted service,” Vargas added.
For unit owners with timeshare agreements and investors concerned about their contracts, Gregorio clarified that legal matters remain under the jurisdiction of BCDA.
“Let me make this very clear: The MVP Group is in charge of the interim management of the properties. All contracts and legal queries are under BCDA’s responsibility,” he said.
Environmental issues
Preserving Camp John Hay’s cultural identity and environmental integrity is central to the MVP Group’s vision.
“The most important part of tourism development is heritage, culture, and the arts,” Gregorio noted, emphasizing Baguio’s status as a UNESCO Creative City. “I’m personally reflecting on what Camp John Hay was 50 years ago when I first started coming here. Hopefully, we can bring that back. Preserving its charm will draw more visitors.”
Gregorio also addressed concerns about facility degradation. “Improving the environment and facilities is one of our priorities. But this isn’t a one-group effort. Collaboration with BCDA, JHMC [John Hay Management Corporation], and the LGU [local government unit] is essential,” he said.
Furthermore, Vargas revealed plans for a six-star hotel in the Balacbac area, outside Camp John Hay. The 220-room hotel is designed to blend luxury with sustainability. “This has been a long-time dream of Mr. Pangilinan and will provide additional jobs while boosting Baguio’s tourism,” he said.
The MVP Group’s interim management officially began on January 6, 2025, after a Supreme Court ruling in October 2024 granted BCDA control over the 247-hectare Camp John Hay property. The transition covers The Manor, The Forest Lodge, and the CAP-John Hay Trade and Cultural Center.
Gregorio commended the cooperation of all stakeholders, including BCDA, Baguio Mayor Benjamin Magalong, and the previous management. “The past two days have been a very smooth transition,” he said.
Leadership behind the transition
Victorico “Ricky” Vargas, a seasoned executive, serves on the boards of various MVP Group companies, including PLDT, Manila Electric Company, and Smart Communications. He is also the chairman of the Philippine Basketball Association and holds leadership roles in several MVP foundations and businesses.
Patrick “Pató” Gregorio, an accomplished figure in tourism and hospitality, previously served as president of the Waterfront Hotels and Resorts and was awarded The Outstanding Young Men (TOYM) award in 2003 for his groundbreaking contributions to tourism. A graduate of the University of the Philippines with a degree in Tourism, where he graduated cum laude, Gregorio has consistently demonstrated his expertise and passion for elevating the hospitality industry. He is currently Landco Pacific’s senior consultant for hospitality and tourism.
As the MVP Group takes the reins, their focus is on sustaining The Manor and The Forest Lodge as premier destinations while ensuring a smooth transition for employees, guests, and stakeholders.
