BATON ROUGE, La. (BRPROUD) -- Louisiana lawmakers will consider expanding sales tax collection on more than 40 services during the third special session.
The tax reform special session started on Wednesday, Nov. 6, and is scheduled to adjourn on Nov. 25. Gov. Jeff Landry aims to rid of taxes that drive businesses away from the state to "make Louisiana a beacon of hope."
House Bill 9, authored by State Rep. Neil Riser, R-Columbia, aims to impose a sales and use tax on digital products and services. According to the bill, if passed, the proposed law would apply to taxable periods starting on or after Feb. 1, 2025.

- Storage for boats and vessels of less than 50 tons load displacement and trailers.
- Auto club services and fees.
- Car wash services.
- Coin-operated machines.
- Computer software installation, repair and maintenance.
- Condominium timeshare and exchange services.
- Dating services and marriage bureaus.
- Delivery, shipping, freight and transportation services associated with taxable sale of tangible personal property.
- Non-medical diet and weight reduction services.
- Immovable property repair, maintenance and installation services. This excludes new construction, reconstruction and capital improvements, according to the bill.
- Information services. The bill specifies this as research publications, financial reports, wire services.
- Interior decorating and design services.
- Intrastate limousine, bus and van transportation services.
- Taxi cab and rideshare services.
- Landscaping, lawn care and horticulture services.
- Linen supply services.
- Lobbying services.
- Machine and equipment operator services provided with machine or equipment rental.
- Mailing services.
- Marina services.
- Personal fitness training services.
- Pet grooming, boarding, sitting, training and obedience services.
- Photography and photographic studio services.
- Photofinishing and film development services.
- Private process server services.
- Public opinion and research polling services.
- Quilting, embroidery and monogramming services.
- Repairs, maintenance and installation of tangible personal property.
- Repossession services.
- Restroom operations and comfort station services.
- Security services. The bill states this includes locksmith, security and alarm system monitoring, private investigation and background checks.
- Social event planning and coordination services and catering services.
- Spa services, massages by massage parlors and steam baths.
- Rental spaces for meetings, conventions, short-term business uses, entertainment events, weddings, banquets, parties and other short-term social events.
- Storage space. According to the bill, this expands the present law, which imposes sales tax only on the furnishing of cold storage.
- Tanning services.
- Tattooing, piercing, scarification and branding.
- Travel and travel package services. This includes the services of travel agents and travel clubs.
- Cable television services, direct-to-home satellite services, video programming services and satellite digital audio radio services.
- Services provided through warranty agreements, extended warranty agreements and service contracts.
- Waste collection and disposal services, excluding public or private municipal waste management.
- Wrecking and towing services.
