Typhoon Marce makes second landfall, also in Cagayan
MANILA, Philippines – Typhoon Marce (Yinxing) made its second landfall, this time in Sanchez-Mira, Cagayan, at 9 pm on Thursday, November 7.
Marce’s first landfall was in Santa Ana, also in Cagayan, at 3:40 pm.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said in a briefing past 11 pm on Thursday that the typhoon was already in the vicinity of Claveria, Cagayan, at 10 pm. Claveria is adjacent to Sanchez-Mira.
Marce also accelerated, moving west at 20 kilometers per hour from the previous 10 km/h.
It still has maximum sustained winds of 175 km/h, but its gustiness is now up to 290 km/h from 240 km/h.
PAGASA expects Marce to keep moving west over the Cagayan-Apayao-Ilocos Norte area in the coming hours before emerging over the waters west of Ilocos Norte early Friday morning, November 8.
The weather bureau reiterated that “regardless of the position of the center of the eye in the next several hours…potentially life-threatening conditions due to typhoon-force winds, storm surge inundation, and torrential rainfall will be experienced in the Babuyan Islands and the northern portions of mainland Cagayan, Ilocos Norte, and Apayao.”
Marce may start weakening in the next 12 to 24 hours “due to interaction with the terrain of mainland Luzon” and dry air from the northeasterly windflow, but it is likely to remain a typhoon. PAGASA, however, is also not ruling out the possibility of Marce intensifying into a super typhoon.
The weather bureau updated the list of areas under tropical cyclone wind signals at 11 pm on Thursday. Changes include the entire province of Ilocos Norte already under Signal No. 4 — from just the northern portion earlier — and the northernmost part of Ilocos Sur also under Signal No. 4.

PAGASA maintained its rainfall outlook, warning Northern Luzon that moderate to torrential rain is expected until Friday evening. Floods and landslides may still hit affected areas.

In addition, there is still a high risk of “life-threatening” storm surges “with peak surge heights exceeding 3 meters” in Batanes, Cagayan including Babuyan Islands, Isabela, Ilocos Norte, Ilocos Sur, and La Union in the next 48 hours.

Marce is the Philippines’ 13th tropical cyclone for 2024, and the first for November. It could exit the Philippine Area of Responsibility (PAR) on Friday afternoon or evening.
