Suspect extradited
in 1973 homicide
Marin County authorities have extradited an Idaho resident charged with the 1973 murder of a San Rafael woman.
Michael Eugene Mullen, 75, is tentatively scheduled to make his initial appearance in Marin County Superior Court on Monday, according to the district attorney’s office.
The victim, 31-year-old Nina Fischer, was found bound and shot to death at her family’s home on Point San Pedro Road. The case remained unsolved for decades, but investigators arrested Mullen in August after DNA evidence linked him to the crime, the Marin County Sheriff’s Office said. Mullen used to live in Sonoma County.
Mullen was held at a jail in Idaho until his extradition was completed and Marin County authorities took him into custody on Thursday.

Complaint filed in
sex offense probe
A Novato man accused of sexual contact with a 12-year-old girl has been charged with a child pornography offense.
Kevin Danilo Sajche-Tecum, 20, was arrested Tuesday at his residence on Green Oak Drive. Novato police alleged that he connected with the girl through social media, arranged to meet her at a park and committed sex offenses against her. The Novato Police Department said detectives also found “child sexual abuse material” at his residence.
Police booked him into the Marin County Jail on suspicion of committing a lewd act with a child under age 14, sexual battery, arranging to meet a minor for a sexual offense, possessing obscene matter and violating his probation conditions.
On Wednesday, the Marin County District Attorney’s Office filed a criminal complaint with one felony charge of possessing child porn. The arraignment is scheduled for Friday, Oct. 25.

Commission backs
plan to build house
The Larkspur Planning Commission has approved a home construction project on the vacant parcel at 360 Via la Paz.
The application requested permits for a 3,749-square-foot house, a two-vehicle garage, a floor-area-ratio exception, a setback variance and a fence-height exception, according to the city. It also requested permission to remove three heritage oak trees.
The commission endorsed the plan at its meeting on Tuesday, said Community Development Director Elise Semonian.
The commission also postponed a hearing that was scheduled on a home construction proposal at 64 Frances Ave.

Board approves plan
to expand residence
The Planning Commission has approved a proposal for a 604-square-foot second-story addition to the home at 73 Granada Drive.
The commission held a hearing on the project at its meeting on Tuesday.
Separately, the commission postponed a scheduled hearing on a plan to demolish and replace the residence at 400 Oakdale Ave., said Community Development Director Amy Lyle.
