Will Bulgaria Miss Deadline for Presenting Its Recovery Plan and Lose Millions in EU Funds


Bulgarian Prime Minister Boyko Borissov – whose government’s resignation was confirmed in a vote by parliament on Friday after his GERB party lost the elections on 4 April – is refusing to present the country’s recovery plan before lawmakers in parliament although he has been called to appear before them on Wednesday. 

“Do you think they are interested in the plan? Why should I appear when they voted for my resignation? I am just a citizen,” said Borissov in an unusual press conference early on Sunday. According to him, the new majority in parliament is only using the recovery plan as cover and are only wanting to denigrate him in parliament.

Until Sunday, Borrissov’s GERB party has kept him from being heard in the National Assembly. And while he has so far avoided questions from journalists in press conferences, he did a Facebook live-stream from his car.

Things could get heated if force is used to bring Borissov before parliament.

A few days ago, Deputy Prime Minister Tomislav Donchev, who was in charge of the country’s recovery plan, explained that the current government would not submit it to the Commission, which the new forces in parliament have criticised, saying GERB is pulling such a move on purpose in order for Bulgaria to miss the deadline and lose more than €6 billion in funding.

“Those who call me before parliament – how do they imagine this plan with all its annexes to be presented to them?” said Borissov, who claimed that were he to read to MPs, it would take until July.

The plan could be sent to the European Commission by the National Assembly, Donchev explained, adding that parliament could even oblige him to send it. However, according to Donchev, the newly elected MPs do not have the ability to draft a new plan despite the Commission having agreed to a postponement. /Krassen Nikolov.
