Zhoghovurd: Motives behind plan to declare Russian official language in Karabakh
The decision to declare Russian an official language in Nagorno-Karabakh (Artsakh) was originally the “brainchild” of Aram Harutyunyan, the head of the National Assembly Committee on Science, Education Culture, Youth and Sport, who reportedly arrived at the idea “single-handedly”.
The paper has sought comments from Harutyunyan himself on the proposed amendments to the law “On Language”.
“We certainly held debates with several team members and specialists,” he was quoted as telling a correspondent of Zhoghovurd.
Asked whether the plan was coordinated with Russia, Harutyunyan said that they discussed the bill with different agencies – as well as experienced lawyers (to consider the constitutionality of the measure) – in an attempt to understand possible communication-related problems to decide on the language of correspondence.
But the government of Artsakh has not yet reportedly responded to the initiative. “The government’s conclusion is not available as yet,” Harutyunyan said without denying the fact that he made the decision at his own discretion.
