Mysteriously, banned Kyle Sinckler, who would be available for the second game – is not mentioned at all – despite being England’s starting tighthead at the World Cup.
In the forwards Northampton Saints stalwart Courtney Lawes, capped 85 times, is back after ankle surgery.
But Premiership star Jack Willis misses out – with Mark Wilson preferred.
Utility backs Elliot Daly and Anthony Watson will reach their half century of games for their country in England‘s title defence.
And Bath prop Beno Obano, in for injured Vunipola, is in line for his debut along with Wasps centre and wing Odogwu Bristol Bears scrum-half Randall.
The squad will meet up at St George’s Park, England football’s training base, on Wednesday 27 January.
Jones said: “This has been a really tough squad to pick and I know there are a lot of disappointed players who haven’t been selected.
